(FOX 5 Atlanta) - A fraud complaint filed with Georgia's Insurance Commissioner reveals a bitter dispute between a chain of body shops and an independent appraiser critical of some of their repair work. At the heart of all this: people afraid to take their newly-repaired cars back on the road. People like Pam Skinner. Continue reading below "I was just like pretty upset," she admitted. In October 2018, Skinner's Nissan Pathfinder was rear-ended. It was clearly the other guy's fault; their insurance company paid for the repairs. Pam took her car to Classic Collision of Kennesaw. Classic Collision runs a string of body shops in Georgia and Alabama. They came up with an estimate of $7,773.19 for Pam's SUV. Two months later, they said it was ready. To Pam, it looked as good as new. But Pam knew the insurance company also owed her some additional money called Diminished Value because accidents affect the overall value of the vehicle even after it's been repaired. She didn't know how much to ask for, so she contacted an expert recommended by a friend. David Montanaro runs Southern Automotive Consultants. A former body shop owner himself, he's quickly become a thorn in the side of repair shops and insurance companies by publicly criticizing the quality of the work. "A structurally-misaligned car doesn't drive right," he explained. "It's dangerous." In Pam's case, Montanaro took apart the Pathfinder to check Classic Collision's repair. He criticized the body shop for not replacing the back lift gate and quarter panel originally damaged, instead the shop spending 18 hours repairing the damaged metal. Montanaro told Pam her car should have been totaled by her insurance company and might not protect her in a future accident. She says she's too scared to drive her car. "I thought insurance companies, when somebody hits you, they're supposed to make you whole," she said. "And I have not been made whole." "It saves a tremendous amount of money to fix these parts versus replace them," Montanaro explained. Montanaro filed his own complaint against Classic Collision, a collusion complaint with the US Attorney General, claiming some body shops cut corners on repairs in hopes of getting a steady stream of future business from the insurance company. The Justice Department would not comment. Hoping to prove his point, Montanaro secretly recorded his phone call with the manager of Classic Collision in Kennesaw. They were talking about that original estimate for Pam Skinner's car, the one Montanaro insisted should have gotten a new quarter panel and lift gate. The manager who once worked for Montanaro says his bosses turned down his request for those parts. "I got all the bigwigs involved," Ian Morris says on the recording. "I said it needs a quarter (panel) needs a (lift) gate. They said Ian, it doesn't matter what you want." No one from Classic Collision would talk to us on camera or make Ian Morris available for an interview. In a series of written statements, a Classic Collision spokesman said the repairs in Pam's case were "within industry standards and the least invasive." Classic Collision has since offered to replace the parts, even suggesting paying a different body shop to do the actual work. Pam Skinner said no. The company claims they've been targeted for "a shakedown." Classic Collision filed a complaint to the Georgia Insurance Commissioner that Montanaro was "operating as an adjuster without a license" and illegally negotiating settlements with insurance companies." Their attorney says the independent appraiser is needlessly frightening their customers. Montanaro fired off a reply, denying the accusations and telling the Insurance Commissioner that he had actually found five cars repaired by various Classic Collision locations that had an "inferior and unsafe 'repair' and then delivered back to their unsuspecting customers." The company denies any unsafe repairs. The Insurance Commissioner cleared Montanaro of any wrongdoing with his business. Since then, Classic Collision has filed a fraud complaint. The Insurance Commissioner won't comment on that. Montanaro told the Insurance Commissioner his critical reports convinced Classic Collision or the insurance company to later buy back cars from the customer. FULL STORY: 🤍

Shawn Collins, 3M Senior Technical Services Engineer, shows panel bonding best practices. Step 1: Remove the seam sealer from the host panel (01:11) This will help you identify the welds. We’re using a file belt with a Scotch-Brite™ belt, which really highlights the welds. Step 2: Grind and remove the welds (02:46) We’ve switched to a grade 80 file belt for this. The most important thing here is to not get too aggressive. You want to make the top layer paper thin without going through and damaging the bottom host panel. Step 3: Grind the weld nuggets down and abrade the surface to prepare for adhesive (04:40) This is a great place to use the 3M™ Cubitron™ II Roloc™ Fibre Discs 786C. They’ll plane the surface down nice and flat. You want to grind this to bright steel. Step 4: Clean everything off to get ready for adhesive (06:10) Step 5: Prepare the replacement panel (06:35) The replacement panel from the OEM typically has an e-coat or some kind of a primer. You want to remove any coatings and put that abrasive tooth in there to allow the adhesive to grab the surface a little better. Step 6: Prep for the adhesive (07:33) • First, make sure the surfaces are well cleaned. Techs often ask about existing corrosion. If you can’t remove all the corrosion entirely down to that bright clean steel, replace the part. • Load the cartridge into a pneumatic gun. A pneumatic gun will give you more work time by getting the adhesive on the panel quicker. • Equalize the cartridge into a paper towel, then extrude a couple inches to be sure you have an even mix. Step 7: Apply the adhesive (10:20) The key is to do three applications. Do a primer coat first on both the host and replacement panels. Then put another bead down, the squeeze-out bead. You want to force it out and spread it into the surface to cover all the bare metal. Leaving any exposed will open it up to corrosion. The third bead can go on either part. Apply a good eighth-inch to quarter-inch bead. Step 8: Mate the parts and clamp them together (12:17) It’s very important to clamp the parts nice and tight and keep them clamped during the clamp time. Don’t do anything to shift the panels. If the adhesive separates as it moves from a liquid or paste to a solid, it will not blend back together. And don’t pull the parts apart. If you need to move them a little, you can shift them by sliding. But if you pull it off, you’ll need to reapply because you’ll get air pockets. So mate the parts together and install your clamps. Step 9: Clean up the adhesive while still wet (14:53) This is especially important on corrosion-vulnerable areas. If you wait until it cures and then grind it, you’ll grind the edge down to bare exposed metal. Depending on where it is, it can then be difficult for the painter to cover with sufficient coatings. The acid brush is a great tool for cleaning between the clamps. This adhesive cleans off very easily while wet, even with soap and water. Step 10: Apply any post-repair foams and cavity wax (16:12) Observe the proper cure time first. One of the big advantages of this adhesive and its epoxy technology is that it heat cures very easily. As little as 40 minutes at 150 degrees will get you to almost full cure time. Common t-con board problems for LCD TV Repair Review CLICK HERE for Your Replacement T-Con Board: 🤍 This video is designed to be a guide for testing and troubleshooting your TV repair. Please note that other complications may exist that aren't addressed in this guide. While we always strive to provide accurate and detailed information, we can't guarantee that it will fix your TV's issues. I would like to say that if you are having a problem with your TV be sure to check the model number first. The model number appears in this little box over here. Every TV is different, this is a Sony LCD TV but you will see the model number and serial number over in a box like this. The model number are very important because that is what will help you to identify what parts are needed to repair your TV. So the first thing you are going to want to do is make sure you have unplugged your TV from any power source and that you have also grounded yourself properly. Next you will want to take out the screws in the TV that are holding the back cover on it. Every back cover of at TV is different but most are held in by screws and can be easily removed. So we have removed all of the screws here on the back of the TV, now we are just going to remove this back panel. The t-con board will sometimes be sitting right here on a TV but this one it is slipped into this little area right here. The t-con is what connects your main board to your LCD panel through the LVDS cable. Again this cable is very fragile, so you will want to be very careful if you are disconnecting it at any point. One common symptom of a bad t-con board is if your TV has backlights and sound but there is no picture. So lets say that you have your cable box connected to your TV, you turn it on, but you are not able to see the image that means that most likely there will be a problem with your t-con board, because you are getting the sound from the main board but you are not getting the image through the t-con. Another common problem with the t-con board is that you can get colored vertical lines on your screen or half of the screen is missing the picture. Now, something that is a little bit unique about this TV is that the t-con board is actually bonded into the panel. So you would not be able to replace this t-con board, but now we are going to take a look at a different TV where you would be able to replace the t-con, where it is located out here on the panel similar to these other parts in this TV. You will just have to remove the screws that connect the t-con to the panel and then disconnect the connections very carefully, especially the LVDS as it is very fragile. Some t-cons can also have ribbon connectors and you want to be very careful with removing those as well. We will show you a video right now on how to remove the ribbon connectors. Using your finger, flip up the tab on the ribbon connector and gently remove the ribbon. Please do not use a screwdriver to open ribbon connectors, as it can cause damage to the pins. Gently guide the ribbon back into the connector, match the line printed on the ribbon cable with the edge of the connector and close the tab on the top. How To Repair Chrysler/Dodge Minivan Instrument Cluster Problems is part of the Fixing it Forward series. Not long after Barbara got her van back, she called me and told me her instrument cluster was freaking out. With a little research I found out the problem might be the solder joints on the back of the instrument cluster circuit board. I decided to give the repair a try and made this video. If you need to know how to remove an instrument cluster from a Chrysler or Dodge minivan, this video will show you how to do that. The video also shows how to disassemble the instrument cluster for repair and how to solder the problem joints. This money saving repair won't take that long and may save you from buying an entire cluster. This video also shows how to check the instrument cluster bulbs as well as replace them. After removing and inspecting the instrument cluster I think the problem might be the ignition switch. Every time I moved the wiring the key chime would go on and off. This usually indicates a loose connection. If you’re doing this repair, you might want to check the ignition switch while you’re in there. Thanks for watching!
